Legal dialectics of relationship between people and a state

The article analyzes the evolution of ideas about human rights at various stages of formation and development of the modern democracies. Basing upon the undertaken researches the authors substantiate dependence of the human rights protection from the economic and cultural development of a country, presence of the competing political parties declaring the protection of human rights as their first-priority task. At the same time, the article shows that expansion of possibilities in the human rights protection generates, as a rule, growth of political speculations on this problem.
