Legal culture of voters as a basic constitutional legal value

One of the most important tasks of the modern rule-of-law state is developing a high-level legal culture of Russian citizens. In this context, currently, in theory and practice of legal science, significant attention has been paid to the phenomenon of legal culture of voters (electoral and legal culture). There are different points of view on the problem of legal culture of voters in modern science. It is necessary to note two approaches to understanding legal culture of voters: narrow one and broad one. In a narrow sense, electoral legal culture is the culture of citizen voters. Broadly defined, electoral and legal culture is the culture of an election campaign or even an election process. It should be highlighted that there is a close relation between law and culture in context of the correlation of social values. Law itself is a significant cultural value, and legal culture is a legal value. Legal culture of voters is a basic constitutional, legal and social value, and also the ground for functioning of the electoral system, regulated by the constitutional law.
