Legal support for the innovative activities of oil and gas industry organizations

The resource-based specialization of Khanty-Mansi Autonomous Okrug – Yugra constrains its economic growth prospects, contributing to gradual weakening of the regional potential. Overcoming this challenge requires accelerating technological transformation and boosting innovative initiatives. However, research indicates minimal levels of innovation engagement among enterprises in the region’s key sector – the oil and gas industry. According to regular statistical monitoring conducted by the territorial branch of Rosstat, the main obstacles to implementing new approaches include significant financial costs, heightened economic risks, and limited government support. The situation is further complicated by underdeveloped legal norms, including the lack of stimulating legislative provisions, as well as outdated technical regulations and standards not adapted to modern technological realities. Assessment of regional legal acts governing innovation activities of oil and gas companies in Khanty-Mansi Autonomous Okrug – Yugra, combined with expert analysis, has revealed insufficient detailing of the regulatory framework, absence of transparent approaches for selecting projects for state support, and excessive bureaucratization of procedures for obtaining such support. To address these barriers, the region needs to develop and implement an integrated system of legislative norms supporting innovation. This system should include clear parameters and procedures for project selection for funding, as well as provisions regulating intellectual property aspects and fostering public-private cooperation. Implementation of such measures could significantly strengthen the innovation potential of oil and gas enterprises, enhance their competitive positions, and lay the foundation for sustainable economic progress.
