The Legal Phenomenon of the Act of Exercising Law in Classical and Postclassical Legal Understanding

The modernization of Russian state and socio-political discourse, taking into account the influence of external geopolitical and economic stimuli, is associated with a number of evolutionary transformations that affect the normative sphere of regulation of public relations, as well as directly affecting the values, meaning formation, and worldview of citizens. In the course of this process, public authorities may encounter a conflict of individual consciousness and qualitatively new social relations. From our point of view, the elimination of this kind of conflict lies in the plane of legitimizing the transformed regulatory and legal field through the formation of a new value and semantic background of society and a specific individual. The main role in this process, as it seems to us, should be assigned to the official and everyday legal understanding as a set of ideological ideas about the essence of law, its system and action. The end result of this process will be a more optimal and effective law enforcement, the legitimacy and justification of which will not be in doubt in the socio-cultural discourse of the domestic legal order.
