In contrast to the law, the term "technological culture" has appeared in scientific turn relatively recently, however it is now understood that it is based on transformative activities of man, in which his knowledge, skills and creative abilities are manifested. The due technological culture is opposed by legal nihilism as a negative legal consciousness. Overcoming legal nihilism is possible only with a comprehensive approach to the implementation of relevant measures along the chain “culture” - “amount of education” - “professional competence” - “mentality”.
