Legal aspects of forest planning in subjects of Russian Federation

The article deals with the problem of legal regulations on forest planning as a tool for management in the sphere of rational use, conservation, protection, and reproduction of forests in the subjects of the Russian Federation. The absence of detailed forests plans and forest regulations presents a problem. At present the process of forest planning is not effective enough to ensure sustainable development of territories and sustainable management of forests. In the next couple of years, drafting of forest plans will become one of the responsibilities of the authorities of executive branch of the subjects of the Russian Federation in the sphere of forestry relations. The relevance and novelty of the article is in the discussion of the problems related to forest inventory and forest management in Russia. The dealing with the studied problem are updated and new ways of forest management development are determined. Therefore, a significance of the forest plan for the subjects of the Russian Federation is hard to underestimate because it is based on the results of forest inventory and forest management.
