The attempt to highlight the organizational and legal fundamentals of the activity of the authorities struggling against counterrevolution in the sphere of the training and the professional skill improvement of their command and private soldier personnel is made in the article. Particular attention is given to the problems of training the Cheka (Extraordinary Commission) staff on the level of Eastern Siberia provinces in the period from 1920 to 1921.
