Legal aspects of strategic planning transformation in the context of a new technological order and formation of national technological initiative markets

The aim of the work is to develop a model of legal regulation of strategic planning of subjects of public authority in the new technological order. Conclusions are made: on the need to create a digital platform for regulatory legal acts and strategic planning documents of the constituent entities of the Russian Federation and municipalities, digitalization of the RIA institute (digital testing of draft regulations, the use of analytical methods for calculating the consequences of adopted acts, including the predicted impact on the socio-economic development of the region and municipalities), on improving the system for identifying administrative barriers, creating a digital «single window» for protecting rights, etc.
