The legal foundations of the law enforcement bodies’ activities during the public events

Most often the violation of public order occurs during the public events. The law enforcement bodies are to provide the public safety during such activities. The law enforcement bodies often organize the public events as well. In this regard the development of the basic rules for organization and carrying of the public events is a very important task. The main legislative acts regulating the public events are: the Constitution of the Russian Federation, the federal law “Concerning assemblies, public meetings, demonstrations, processions and picketing", the federal law “Concerning the police" and other. The rules for the application of enforcement measures by the police officers for the public security during the mass events are enshrined in the law “Concerning the police". The police duties during the public events also include the prevention of speeches at meetings and rallies calling on the forcible change of the state system, threatening the integrity of the Russian Federation, advocating a war. The government vests the police officers with wide range of authorities for administrative enforcement of measures aimed at the maintenance of law and order during the public events. The firearm may be used by the units. The terms of use of firearms, physical strength, and impact munitions are enshrined in the law “Concerning the police".
