Legal basis of state and municipal management in the field of education

Introduction: one of the national priorities it is the sphere of education in our country. In order for the national Institute of education to develop and improve, the state must ensure the integrity and security of its components from various threats and modern challenges. This can only be done by relying on a properly developed regulatory framework. In this article, the author refers to the study of legal acts on which state and municipal management in the field of education is based. Materials and methods: the normative basis of the research is based on Federal legal acts, for example, the Constitution of the Russian Federation, Federal law, 2012 “On education in the Russian Federation”, regional level, for example, the law of the Irkutsk region of July 10, 2014 “On certain issues of education in the Irkutsk region” and municipal level, for example, the decision of the Irkutsk city Duma, 2010 “On an additional measure of social support for activists and excellent students...”. The methodological basis of the research is expressed in the General dialectical method of scientific knowledge, which is characterized by its universality. The study also used methods of logical deduction, induction, cognitive methods, comparison, analysis, generalization and description. Results of the study: they allowed us to reveal the legal framework on which state and municipal management in the field of education is based. The author gives examples of relevant Federal, regional and municipal legal acts that allow regulating certain aspects of educational relations. Findings and conclusions: description and disclosure of state and municipal regulations regulating the sphere of education, as well as the classification of these regulations proposed by the author, contribute to the theoretical validity of state and municipal management of the sphere of education and improve the regulation of educational relations, including in the field of ensuring the safety of the educational process.
