The author does research on organization and legal framework for protection of the Kremlin in Moscow during 1831-1886 as the main Moscow residence of the Russian Emperor. The article deals with the activity of the Moscow Palace executive office, when the monarch was absent from the Kremlin. The status of the Kremlin as «the main Moscow residence of the Russian monarch» assumed special protection of the Kremlin in order to ensure the monarch's security by special security agencies. The abovementioned time period is characterized by strengthening of the revolutionary movement in Russia and increase in terrorist attacks which were aimed to eliminate the Supreme authority of the Russian Empire, namely the Russian monarch.
