Legal Framework for the Creative Industries Development in Russia and the Potential for Involving Senior Citizens

This article examines Federal Law No. 330 of August 8, 2024, “On the Development of Creative Industries in the Russian Federation”, as a systemic legal framework for establishing a creative economy in the country. The main focus is on analyzing the potential of this law to involve senior citizens in economic activities. The relevance of this focus is justified by highlighting such aspects as the preservation and transmission of the cultural code, mentorship, social protection and integration, economic activity, and increased well-being. Drawing on successful regional practices, the article demonstrates the existing demand for the creative potential of the older generation. A proposal for improving the tax legislation of the Russian Federation is also put forward. Methods: to analyze the provisions of Federal Law No. 330 of August 8, 2024, “On the Development of Creative Industries in the Russian Federation”, to substantiate the feasibility and potential of engaging senior citizens in the creative industries sector, and to propose practical mechanisms and legislative ideas for implementing this task. The ultimate aim is to achieve a multiplicative effect for the socio-economic and cultural development of Russia. Results: the need to ensure the generational continuity in the field of creative industries in order to preserve the cultural code and national unity is substantiated, and proposals are put forward to improve the mechanisms for implementing the state's economic, cultural and social policies, taking into account the use of the potential and experience of senior citizens.
