Legal means of implementing the state agrarian legal policy: theory and practice

The maintenance of the state agrarian policy was defined; the fixed legal assets of its formation and progressive realization were established. Special social and economic, political and legal and technological character of the studied form of a state policy was emphasized. It was not carried out special differentiation between the state and legal policy as their close interrelation and the general organizational and legal basis was supposed. The assumption of rather high degree of identity of these legal phenomena, unities of the methodological tools necessary for their analysis was authentic. As an object of the research the state agrarian policy that emphasizes its conditionality of rather effective functioning of management personnel, the taken measures and development tools of agriculture, ensuring food security, strengthening of agrarian sector of economy in general acts acted As functional element of the state agar policy the legal tools directed on an embodiment in social and economic reality and legal life of potential of the agrarian legislation and opportunities of jurisprudence acted. In the presented research such methodological reception as classification of legal means on the basis of the corresponding criteria was offered. The value of the offered legal phenomena from the point of view of their standard, interpretative, organizational and administrative character was considered. The offered examples of the practical contents showed many aspects and relevance of the implementation of the state agrarian policy, the possibility of direct participation in this sphere of scientific and educational community, universities, youth community, associations of agrarian producers, the unions of rural territories, other institutes of civil society interested in highquality development of agriculture. Effective implementation of the state agrarian policy was capable to create the base for social and economic, engineering and technological, financial and economic strengthening of national and geopolitical positions of Russia as leading agrarian power.
