Grant state or municipal possession of the property and (or) use of small and medium-sized enterprises

The article considers the particular provision of state or municipal property in the possession and (or) use small and medium-sized businesses without competitive bidding, novel mechanism of bidding for the right of contract involving a change of ownership and (or) use, with small and medium-sized enterprises. Relevance of the topic due to the fact that at present under active consideration «third antimonopoly package» of amendments aimed at liberalizing the rules for business competition law, the proposed changes apply to the procedure for granting state or municipal property in the possession and (or) use.
