Prerequisites and conditions of formation of rural agglomerations in the Kemerovo region

Work is devoted to probe of rural agglomerations as most typical form of resettlement. Rural agglomeration is considered as the complex multilevel system of interaction of the subject and object in administrative process defining the most important factors and cause the modes directed to use of human resources of concrete territories, their reproduction and realization. Agriculture acts as basis of development of rural territories. It is revealed that activity of agriculture and its efficiency is influenced considerably by the expressed industrial orientation of the region in which coal mining intensively develops that is followed by annual rejection of the agricultural land. The revealed trends of development of rural territories essentially have impact on economy of rural settlements and formation of their fiscal capacity.
