Preconditions of youth leadership or landmarks of Perm young people

The author represent the leadership how a part of human capital and society value. The youth leadership is like competence, which is formed in environment of young people. There are a challenge of youth leadership, for example presence of insufficient social infrastructure and working technology «social elevator». The different capabilities for self-realization in society through professional success can reduce migratory moods of young people. The conclusions were obtained from a sociological survey among the Perm youth.
