A successful investigation of economic crimes in housing and utility sector is possible only on condition that corresponding prerequisites would be created in advance. Prerequisites are viewed as actions and information, preceding an investigation, which create favorable conditions for establishment of facts of a committed crime. Moreover, theoretical constructions, such as crime classifications, criminalistics characteristics, investigation situations, should be referred to as special prerequisites. For an effective preliminary investigation of this type of crimes, it is necessary to distinguish a preparative stage of investigation, which has a methodological significance. The necessity to separate this stage allows viewing the actions of creation of a new informational basis for investigation of crimes as the grounds for the further establishment of facts of a committed crime. Thus, all prerequisites guarantee a successful investigation of economic crimes in the housing and utility sector.
