Preconditions of formation of the soviet law enforcement system in the Kuban region

Since the revolutionary legitimacy becomes an object of law enforcement as the result of the October revolution and the approval of a new type of statehood of Russia and its regions, preconditions of formation of the Soviet law enforcement system must be sought in the preceding historical events. The relevance of the treatment to the events of 1917 in Kuban seeks to identify the main historical processes affecting regional peculiarities of formation of the Soviet law enforcement system. The goal of study is the political transformation of state power in 1917 in Kuban region. The scone of research is the historical background of the formation of the Soviet law enforcement system in the Kuban. The author identifies the complex of factors that influenced the development of revolutionary legality during the Great Russian revolution: 1) the recognition of the representative power of Petrograd Soviet's Revolutionary Military Council by right-wing forces; 2) the elimination of the police Department and a radical reform of the Interior Ministry of the Russian Empire; 3) the formation of armed groups of soldiers and workers (workers' militia) in the capital and large cities of Russia by the Bolsheviks; 4) reactionary class policy of the Cossacks, elite and the government of the Kuban region; 5) this allows to conclude that during 1917 the conditions of formation of the Soviet law enforcement system has developed, and the strengthened in the course of Civil war.
