The article presents a system of characteristics of the events and processes, which preconditioned appearing of the expert assessment system and quality development of the preschools’ activities in Germany. Basing upon research of the scientific, sociopolitical, economic and regulatory prerequisites the author proves that historical evolution of these systems supports their efficiency.
