Stalingrad factories and plants on the eve of the Great Patriotic War: labour management and manpower reserves

This article is a survey of measures taken in 1938-1940 to increase the production of goods at Stalingrad plants and factories. The article describes the principles material and non-material incentives, and the legislation adopted in 1940 that solved the problem with lack of staff and labor discipline.
