Prevention by the internal affairs bodies of crimes and administrative offenses committed by minors

Introduction: it is known that crime, as a disease, is easier to prevent than to treat. In this regard, scientific research aimed at studying the basics of prevention and prevention of various types of crime is of an urgent, priority nature. The authors' appeal to the problems of preventing crimes and administrative offenses committed by minors is explained by the fact that it is from juvenile offenders that an adult contingent of criminals is formed in the future. Juvenile delinquents join the ranks of adult criminals in the future. In this regard, the internal affairs bodies should pay increased attention to the prevention of crime and administrative delinquency of minors. Materials and Methods: the normative basis of this study was formed by such legal acts as the decree of the President of Russia "On the declaration of the Decade of Childhood in the Russian Federation" (2017), the Plan of the main activities carried out within the framework of the Decade of Childhood for the period up to 2027 (2021), etc. The paper uses official up-to-date statistical data characterizing juvenile delinquency and administrative delinquency. The key research methods were the method of description, the comparative legal method, the method of statistical data analysis and others. The Results of the Study: after analyzing the data of the official statistics, the authors conclude that, in general, the commission of property crimes is characteristic of minors in most cases. In addition, in recent years, there has been a tendency for these persons to commit crimes and administrative offenses related to illicit trafficking in narcotic drugs and psychotropic substances. Violent crimes (murder, rape, injury to health) are still committed by minors, but to a lesser extent. The paper analyzes the current regulatory legal acts affecting the prevention of juvenile delinquency. The authors especially emphasize that the majority of structural divisions of the internal affairs bodies deal with the prevention of juvenile delinquency. However, the main importance in the prevention of juvenile delinquency belongs to juvenile affairs units and temporary detention centers for juvenile delinquents. Findings and conclusions : having considered the key issues of prevention by the internal affairs bodies of crimes and administrative offenses committed by minors, the authors conclude that the prevention of such destructive behavior of children and adolescents should become one of the key directions of modern youth policy of our country.
