The preflare situation observed two solar rotations before the December 13, 2006 flare is analyzed. Experimental data from GOES, ACE, SOHO are presented, as well as the results of the ground-based experiment on the registering thermal and fast neutrons being carried out in the Geophysical Centre of RAS and in IZMIRAN. As shown, a preflare period is characterized by appearance of solar active region in which the flare occurs, by coronal structure forming and their ejection into the interplanetary space, as well as by appearance of ordered magnetic structures, filled with charged particles, in the interplanetary space. Magnetic traps of those structures completely control the behavior of trapped particles. Exactly, the appearance of fluxes of different energy particles in the interplanetary space testifies to generation of large-scale structures there, and therefore, to appearance of active centers on the Sun. Those centers are accompanied by solar cosmic-ray flares. It is noted that the higher is the energy of trapped protons during the preflare period, the higher is the energy of particles generated during a flare.
