"Conversion" of the Constitution of the Russian Federation

The article analyzes the «transformation» of the Constitution of the Russian Federation as a result of changes to its original legal text. The indicated gaps in the legislative regulation with regard to the possibility of clarifying the rules of the Preamble and second section of the Constitution «Final and transitional provisions». The procedure and researched proposals that could lead to the adoption of the new Constitution. Assess the amendments and changes that were made to the text since 1993. The explanation why it is important to the complicated procedure of “transformation” of the Constitution.
