Overcoming the digital divide in the conditions of the far north (for example Khanty-Mansi autonomous okrug - Yugra)

In this article authors consider the questions of the digital divide demonstration in the conditions of the northern region of Russia (e.g. Khanty-Mansi Autonomous Okrug - Yugra), identify the factors which are influencing on the digital divide formation specifics, analyze the regional government administration's experience for overcoming this problem and show suggestions for the development of considered process.
