Crimes against minors in institutions for orphans and children left without parental care: analysis, causes and conditions

Introduction: based on a study of preventive maintenance of unlawful conduct in minors in educational establishments for orphans and children deprived of parental care, this text presents an analysis of the offences committed against these children, as well as the reasons and conditions that lead to their commission. The author attempts to draw attention to the issue of preventing offences against minors in these institutions. Materials and Methods section utilised data from external evaluations, including the official figures from the Main Information and Analytics Centre of MIA of Russia for 2021-2022 on crimes committed against minors and juvenile victims. Additionally, information was obtained from regional commissions on minors’ affairs and protection of their rights (31 constituent entities) and territorial bodies of internal affairs of the Russian Federation (56 constituent entities). The author employed the dialectical method of cognition, analysis, logic, and statistics as the methodology.
