The article is devoted to one of the problems, insufficiently studied in modern Russian history and law. It is the specifics of the development of regional crime and its control in the period of the new economic policy of Soviet state (1921-1928). The geographical boundaries of the study are indicated by the territory of the modern Belgorod region (at that time it was the southern and southeastern counties of Kursk province and one southwestern county of the Voronezh province). The study is based on a wide range of sources, primarily archival ones. The author extracted a significant body of documents from the regional archives of the country (GAKO, GABO). The article also used materials of the Central archive of the FSB of Russia. The vast majority of documents are newly introduced into scientific circulation. The study presented a wide palette of daily life of the people of the Soviet province in the period of transition to the NEP. The author pays a special attention to the causes and conditions for the reproduction of various types of crime in the 1920s on an example of a typical Soviet province.
