In the article the author by means of the comparative analysis of legal acts of the 19 th century demonstrates that the practice of legal pluralism and positive discrimination have been widely used in the management of internal border regions, namely in the Volga-Don region. The research is based on the situational analysis, as well as on the methodology developed by P. Bourdieu, that means using discursive meanings of terms in order to clarify the legal code of the ethnic groups inhabiting the Russian Empire in the 19 th century.
