The applicability of unfrozen water conception for modelling of dielectric permittivity of frozen soils

From measurements of the spectra of the complex permittivity of the moist soil it is shown that the application of the concept of freezing of unfrozen water in the frozen ground gives the error of 100 % for the calculation of the index. The authors point out that such a considerable error appears because of the presence of different types of unfrozen water in the soil.
