The article describes the stages of the industrialization of the economy of the USSR 1920-1950, which became the prerequisites for the development of the principles of the circular economy in Russia. Reflects examples of the implementation of the global principles of Repair, Re-furbish, Re-purpose (Re-think) of the latest 10R classification of the circular economy 3.0 [1] in the industrialization policy of the USSR 1920-1950.
