Principles of legal regulation of use and protection of therapeutic natural resources, therapeutic-recreational areas and resorts

The article deals with the issues of the doctrinal definition of the principles of using and protecting therapeutic natural resources, ensuring the legal regime of therapeutic-recreational areas and resorts, as well as their legal consolidation in legislation. The insufficient study of these issues in the scientific literature, as well as the predominantly medico-social and economic content of the principles of the development of the sanatorium-resort area, is shown. The complex nature of relations arising in this area requires a system-wide inter-sectoral approach in defining principles. The analysis of the principles legalized in environ- mental, land, other natural resource legislation, urban planning, sanitary-epidemiological and other branches of legislation that form the basis of legal regulation of the use and protection of the environment and its individual components, various natural resources located on the territory of therapeutic-recreational areas and resorts. The necessity of defining and consoli- dating the principles of sustainable and integrated development of the territory of therapeutic-recreational areas and resorts in the Federal Law “On natural healing resources, therapeutic-recreational areas and resorts” is substantiated; the participa- tion of citizens and their associations in making decisions related to their creation, functioning and cessation of existence; priority of protection of therapeutic natural resources; human health priority. These principles will contribute to the systemic formation of legal policy in the resort sector, the rational and effective use of therapeutic natural resources, the development of therapeutic-recreational areas, resorts and resort regions.
