The work is devoted to the development of a comprehensive preventive program in order to solve the urgent problem associated with the consumption of alcohol, tobacco, nicotine-containing and other narcotic and psychotropic substances among minors and older youth, students of colleges and universities. The task of the work is to develop and test the effectiveness of the implementation of a comprehensive program for the prevention of the use of psychoactive substances, with the aim of sustainable personal development of children and adolescents and the formation of preventive antiaddictive competencies through systemic preventive intervention. One of the successful methods of implementing preventive programs, which is widely considered in the program, is the peer-to-peer method. This method has proven to be the most successful practice with the potential for development and achieving effective results, since adolescents themselves are the subject of prevention. The program contains not only a preventive component in the direction of preventing the use of psychoactive substances, but also allows you to form the value of a healthy lifestyle through motivation for personal growth and the development of positive qualities of a teenager's character, while implementing a systematic, integrated approach. The basis of the prevention program includes methodological materials of the All-Russian Public Organization "Common Cause", created on the basis of scientific research, in accordance with the basic requirements and principles of preventive work in the direction of prevention of psychoactive use in accordance with Russian legislation.
