The principles of sustainability and balance in the mechanism of regulation of the socio-economic development of the region

The current situation in the world, characterized by increased attention to the issues of social and environmental well-being of countries and their regions, requires the creation of an appropriate methodology for regulating regional development. This presupposes the introduction of such fundamental principles as the principles of sustainability and balance into the mechanisms of regional governance, which boil down to maintaining a dynamic balance of interests of the economic, social spheres and the natural environment in order to preserve the existing system. These principles are based on a certain balance of interests of the participants in the regional system. Departure from the given trajectories of development inevitably entails a rearrangement in the system of interests. As soon as there is an increase in the critical mass of dissatisfied with the existing balance of interests, a change occurs in the system. That is, the stability of the regional system largely depends on the balance of interests of its participants. The article examines the issues of compliance of the current mechanism for regulating the development of the region with the principles of stability and balance on the example of the North Caucasian Federal District. According to the results of the study, it was made that the situation in the region is unbalanced from the point of view of the interests of the subjects of the regional system, but it is stable from the point of view of the viability of the system.
