Priority directions of the strategic development of agricultural organizations of the Smolensk region

This article presents the concept of agricultural development in the region developed by the authors, which implies the need to implement all the reflected factors and development directions that are strategically correct to achieve positive results in the development of the agricultural sector of the Smolensk region. Particular attention is focused on such a block of the concept as “Efficient use of resources”, which is associated with the limited amount of funds allocated to support the agricultural sector in the region under the State Program “Agricultural Development and Regulation of Agricultural Products, Raw Materials and Food in the Smolensk Region”. In order to use resources efficiently, the authors proposed to use a cluster approach based on differentiation of business entities, taking into account their performance indicators, when developing a methodology for subsidizing and determining areas of state support. In accordance with this approach, clusters were identified on the example of the Smolensk region, the main directions of state support effective for each of the enterprises belonging to one or another cluster were identified, , depending on the level of profitability (loss ratio) of products. The designated areas of strategic development of agricultural enterprises are not final, but, according to the authors, they act as key areas that can, when taken into account in the implementation of the strategy, on the one hand, “secure” enterprises as much as possible from the negative impact of the external environment and, on the other hand, to maximize the use of available state resources allocated for the providing state support to agricultural organizations of the Smolensk region and in general for the development of the agrarian sector in the context of its limitations.
