Privatization of leased objects of cultural heritage, which have been before transferring to lease in an unsatisfactional condition

The article deals with the issues arising in the privatization of cultural heritage objects that were in an unsatisfactory state before being leased, in particular, about determining the fair price of redemption for such tenants. The author proposes to supplement the legislation on privatization with the norms on the pre-emptive right to privatization for persons who, at their own expense, work to preserve such objects of cultural heritage. Responds to a question about the alleged double benefit for tenants of cultural heritage sites that were in unsatisfactory condition, in the case of deduction from the market price of the object of the amount of costs incurred to preserve the facility.
