The proactivity provides effectiveness of market mechanisms, and forms prerequisites and vectors of modernization of economy. In work the comparative analysis of manifestations of proactivity and reactivity in economy in the context of interdependence of business models and state regulation is carried out. Vectors of transformation of state regulation in the direction of proactivity as instrument of modernization are offered.
