Problem of security in inter-ethnic relations: components, evolution, solutions

Humanitarian sphere is not less important for national security than the military-industrial sphere. However, this problem is insufficiently developed in Russian historiography and it was not given due attention in the middle of 1990-s, when it was stated in the Concept of the state national policy of the Russian Federation. But the development of events, transformation of relations between ethnic communities, migration flows, inter-ethnic conflicts in the post-Soviet space, especially on the territory of Ukraine, show the necessity of in-depth studies of this complex social problem. It is not by chance that the problem was noted at the International scientific and educational conference held on May 22-26, 2015 in Sochi, where the speakers (G.Rogachaya, K.I. Trubacheva, S.-H.M. Nunui and others) also stressed the weak development of such an important theme of historical science in general and in the context of the present time in particular, as well as its insufficient source base. And it is at the time when this issue has a wide range of important aspects: relations between different ethnic communities, religious factors, inter-ethnic conflicts, factor of territoriality, criminal situation, different sides of life of peoples in the conditions of market relations in Russia, the new geopolitical situation. In many ways, the study of this theme allows not only to learn the lessons of history, but also to receive answers to its challenges, especially those associated with the interpretation of "models" of social management systems, development of peoples, such new concepts as "repentance", presence of ethnic groups in power. The study of this theme allows to identify misinterpretations of historical processes that cause obvious harm to the formation of identity and national consciousness of citizens (L.N. Dyachenko and others). In this regard, of particular importance is the formation of legal support to settling the life of peoples, elimination of existing negative features in the formation of culture of interethnic communication. All this will contribute to consolidation of peace, social harmony and unity.
