Problem of combating bureaucracy in the system of public administration

This article presents views on bureaucracy in the sphere of public administration. The modern estimations, and also ways of overcoming of bureaucracy in modern system of the government are revealed. The problem of diversity of approaches to confronting the state bureaucracy determined that each of the methods of countering it makes to determine the counter. Bureaucracy is understood as the ultimate problem of the development of the state and the leading source of imbalance in the system of public administration. The study used statistical, factorial and structural method of research. During the research it was established that each of the sources of bureaucracy committed to its institutionalization by reducing the responsibility for decision-making. Determined that bureaucracy has in its Genesis a General Institute of public administration. In conclusion, the study identified the fact that the attitude of the state structure of the antibureaucracy is reduced to the formation of integrity knowledge of the ways of countering it. Each of the methods must be provided for the economic calculations that determine the possibility of stratification of the population's attitudes to the problem. The novelty of the research determines the possibility of the formation of a General location study of structuring of the counter state bureaucracy on a common unconditional basis.
