The problem of reconciling formal statistical indicators of well-being and subjective assessments of citizens is particularly relevant in conditions where rising incomes or falling unemployment are not always accompanied by a positive perception of the quality of life by the population. The results of a regional study show that in some cases, improving formal statistics does not lead to increased satisfaction of citizens with basic services. Opposite examples indicate relatively high subjective assessments with low economic growth rates. The conclusion is that underestimation of subjective factors leads to distorted ideas about the standard of living and reduces the effectiveness of social policy. The results presented in the article lead to the need to institutionalize subjective assessments to improve the effectiveness of social policy. Comprehensive monitoring based on the integration of statistics and feedback tools is proposed to improve the targeting and effectiveness of national and regional development programs. The aim of the work is to identify the scale and causes of discrepancies between objective indicators (income, employment, investment in infrastructure) and subjective factors (satisfaction with medical services, safety, trust in institutions).
