Problem of using the election mechanism in formation of bodies of local self-government in modern Russia

The article is devoted to discussion of using the election mechanism in the practice of formation of local self-government bodies. This question is important because many Russian municipalities refused direct elections of heads of the local communities. Practice of appointing of municipal heads by the members of a local representative body (parliament) began to extend. The prospects for the further use of the mechanism of elections in municipal practice are investigated in the paper. The author uses the data of the Tver sociological monitoring (2009-2014). The results of the research demonstrate that the archaic elements of the loyalist political culture remained in consciousness and behavior of the Russian citizens. However, the Russian citizens are supporting preservation of the direct elections of the heads of the local communities and deputies of the local representative bodies (parliaments).
