Problem of big cormorant protection on Baikal in a view of its area natural dynamics

The big cormorant, once numerous type, has unexpectedly disappeared from Baikal. The last nests of cormorants have been found on Baikal more than 50 years ago that has served as the reason for its inclusion in the list of rare animals of Irkutsk oblast and in all editions of the Red Book of Irkutsk region and nearby Buryatia. From the beginning of this century cases of registration of stray cormorants on Baikal have become frequent, and in 2006 the first nests have been found. So far the cormorant has taken all known places of nesting on the western coast of the lake within the Irkutsk oblast and has mastered new reservoirs, in particular, the Bratsk Reservoir. Rates of number surplus and development of the territory obviously exceed rates of reproduction, even, despite the increased productivity. The analysis of situation allows to claim that such rates of natural reintroduction of this type on Baikal are caused by mass resettlement from other regions of its dwelling. There is a question not only of the security status the big cormorant as a type and legitimacy of inclusion it in regional Red Books, but also in general the principles of selection the types for regional Red Books. Types with pulsing area and numerous in other its parts of area shall not be object of special protection.
