The study examines the process of the formation of Russian-Norwegian diplomatic relations, which have evolved in the light of world politics and in the context of domestic political and economic development. The main sources were international treaties, conventions, legislative acts and diplomatic correspondence. The main conclusion is that Russia's actions towards the Scandinavian countries were determined by strategic interests and were aimed at developing cooperation with the goal of neutralizing the anti-Russian policy of European powers in the Baltic.
