The responsibility of government agencies, municipal bodies, officials for implementation of guarantees and observance of human rights and freedoms in the healthcare system

This article deals with the responsibility of officials, public authorities, municipal bodies in the sphere of health care. The Art. 98 of the Federal Law of the Russian Federation "Concerning the Public Health Care in the Russian Federation" assigns responsibility to mentioned entities for implementation of guarantees and observance of human rights and freedoms in the healthcare system. However, neither the law, nor the law enforcement practice, nor even jurisprudence answer the questions related to the content of this responsibility. The author discusses possible solutions of these issues and presents proposals on their regulation.
