The problem of political compromise on the future of devolution: comparative analysis of pre-election manifestos of Scotland parties

The article analyzes the pre-election manifestos of political parties in Scotland in the context of their attitude to the devolution. It is emphasized that the idea of devolution has been maturing for a long time, evolving, it became a large scale and value problem, since as it turned out it is connected not only with the resolution of a number of political issues, but also with meeting the economic challenges typical for the regions, as well as democratization of the public administration system. It is proved that the common British and the regional political parties can both speed up the implementation of the devolution idea and slow it down or even reject it. It is concluded that political compromise is the most important factor in the settlement of the devolution issue.
