The article considers the problem of the “working poor”, which has invariably remained relevant in modern Russia after the transition to a market economy. It is shown that targeted social assistance without a systematic solution of a complex of problems in the labor market will not have a significant role in reducing widespread poverty, which impedes the realization of human potential. The conclusion is made that poverty and inequality are inextricably linked, and it is wrong to believe that widespread poverty can be overcome without affecting issues of social differentiation.
