Problems of intergovernmental relations formation as a tool for regulating economic development of territorial entities

The financial security level of the territorial economic entities should be improved in line with the unified state policy related to an innovative reconstruction of the intergovernmental relations. It requires a system approach and a long-term adjustment in regard to social and economic development of the territories. From this perspective, the article reviews an intergovernmental transfers system as one of the financial trends associated with the regulation of the territorial economic development.
