A problem model of disordered expert interaction between civil society and the military organization of the state

The ongoing conflict in Ukraine and involvement of an increasing number of parties make it necessary to find effective ways to attract the potential of the whole society. Current military and political conditions have critically aggravated the importance of the state military organization effectiveness and caused a huge interest of civil society in including individuals in political and military decision-making process. Military activity is not localized only in the sphere of state life, but affects all sides of society, forming an independent cross-section of public relations, named civil-military relations. Therefore, there is a need to research them in current realities. In the most general sense, state military organization serves national interests. This determines the desire of society to participate in what is being done for it, and for what it provides resources - human, financial, economic, trust. This fully meets the conditions of the social contract. Therefore, here we see the contradiction between the need of the state military organization to maintain the proper level of effectiveness in rapidly changing world and the lack of structures to interact with civil society, potentially able to contribute to this need. The author sees the expediency in conceptualizing and reconsideration the existing interaction models between civil society and state military organization as a way to open up opportunities for creation and development of the new interaction forms within civil-military relations. The primary component of this process is comprehension of the modeled social problem. It consists in the disordered expert interaction of the state military organization and civil society and, as a result, the loss of its valuable expert potential. The scientific interest is based on the hypothesis that streamlining of interaction between agents of expert activity of civil society and state military organization will increase effectiveness of the latter, as well as the trust and approval of the authorities from society.
