Problem factors of the development of high-speed transport logistics in macro- and meso-logistic systems

The key problem of transport and logistics infrastructure in the Russian Federation is insufficient capacity. Reducing the speed of trade and human flows leads to an increase in transport costs, and also complicates the inter-rogation of economic entities in the supply chain. The result of this is the in-creased transport costs in comparison with foreign countries, which in addi-tion to longer distances between economic agents has a negative impact on the competitiveness of enterprises. Which in turn, becomes an obstacle to the implementation of the import substitution policy. To a greater extent than in the regions of the central part of Russia, it is important for the regions of Si-berian and Far Eastern Federal Districts, including Krasnoyarsk regiony. The paper assessed the role and place of high-speed transport links in the lo-gistics systems of the countries, regions and major cities. The analysis of se-curity of the Russian Federation, high-speed highways and high-speed rail in comparison with other countries is given. We consider the provision of these types of logistics infrastructure of the largest urban agglomerations of the Russian Federation. Basing on results of this analysis, the estimated de-mand of Krasnoyarsk urban agglomeration in highways and high-speed rail are given.
