The article describes the results of an empirical sociological research on the problems of professional training of civil servants in the Bryansk Region. The results of the study made it possible to draw significant conclusions. Today, the effectiveness of public administration is largely predetermined by the quality of the functioning of the government bodies’ structure, as well as by the level of professionalism of civil servants. As a result, it is possible to implement the transition of the public administration system to a similar qualitative level, only by referring to the source of public administration - the system of training its personnel, which now needs a reset in the field of implementing the technology of proactive training. In the technological aspect, it is necessary to place a priority on the development and implementation of innovative technologies for training a new generation of managers.
