The problems of security and a nuclear free zone in the Arctic

The article analyzes actions and policies that contribute to strategic stability, de-escalation of threats and the development of regional cooperation in the Arctic. The author examines how to reduce nuclear risks, and the role of nuclear weapons in the national security policy of the United States and Russia including a possibility to create a nuclear-weapon-free zone in the Arctic. The author argues that stability and the creation of a free nuclear zone require an international forum or multilateral institution, within which the states of the region could solve common problems of regional security and prevent the emergence of regional conflicts.
