Problems of the current system and structure of federal executive bodies

The article examines the existing system of division of the functions of federal executive bodies, the problems of its construction within the framework of the current legislation. The analysis justifies the need for its reform, taking into account the principles of expediency for the effective performance of state functions. The author concludes that the improvement of the structure of federal executive bodies and the delimitation of functions between them should be carried out on the base of a legal mechanism that allows the implementation of three basic rules of rulemaking.
